In 1986, Compulsory Education Law of the Peoples Republic of China was promulgated in china, which demands to implement "Nine-year compulsory education" and marks a new stage of development of our basic education. In 2006,A comprehensive and significant change was made on Compulsory Education Law in China, adopting and implementing new Compulsory Education Law which has a far-reaching significance. Until now compulsory educational input system has been developed and improved for 25 years with it, but there are still many problems such as inadequate total amount, uneven development in different regions, uneven development city and countryside, unsatisfactory transfer payment system and so on for our compulsory educational input.From the status quo research at home and abroad on compulsory educational input, we found that most studies focus on above issues, while lack of study on government effort and efficiency of educational input, So the two level indicators will be added in this thesis. Moreover, current study on the relationship between fiscal decentralization and compulsory educational input, more focus on the impact of fiscal decentralization on total amount or uneven regional development, or transfer payment, while there are almost no research into the effect of fiscal decentralization on educational efficiency or government effort in educational input. This thesis will put it as a starting point and focus for research.Firstly this thesis selects total amount of compulsory educational input, Structure of expenditure, government effort and efficiency of compulsory educational input as four level indicators which are for analyzing and evaluating the status quo of compulsory educational input. For the indicator government effort, we define it first and then estimate the indicator by quantitative methods. For the indicator efficiency of compulsory educational input, we estimate it by DEA. Then in this article we will do empirical analysis of the effect of fiscal decentralization on compulsory educational efficiency and government effort on educational input through panel data. Finally for the status quo of compulsory educational input in China, this article will put forward appropriate policies and proposals from three perspectives of main part of input, legislative building and transfer payments.
