Secondary vocational education,the most important component in Chinese Education System,promotes economic growth in the economical reforming time.In the labor market,a series of problems occur,such as: lack of skilled workers,lacking advanced technicians in coastal areas,recruitment difficulties.Secondary vocational education can not only provide front-line technical workers but also provide back-up technical talents for the society by connecting with higher vocational education.In order to promote the application of science and technology,and translate the new technology into real productivity.The Chinese government introduced a series of policies emphasis the significance of developing vocational education.Henan Province is an agricultural city with high population densities,the secondary vocational education is the best choice to turn the population pressure into human capital.As the construction of Zhongyuan Economic Zone become the national major strategic,the secondary vocational education occupies absolutely advantages.Hence,it plays an important role in the construction of Zhongyuan Economic Zone.Nowadays,the policy of free tuition for secondary vocational education students.Schools are increasing reliance on the government.The government dominates in educational investment.With the increasing funding,there is a waste of resources.The government should pay more attention to the investment efficiency.Hence,I take fiscal input in secondary vocational education of Henan province as the object,and focus on recently fiscal input in secondary vocational education of Henan Province,and whether it is efficient.I find out the problems and propose the solutions.This dissertation includes six parts,the third and fourth chapters are the key sections.In the third chapter,I am using statistical indicators to analyze the scale and structure of the fiscal input in secondary vocational education of Henan Province.Such as,the ration of financial education funds to GDP and fiscal expenditure,the ration of budgetary expenditure on secondary vocational education to education funds,the proportion of education funds at all levels,comparing secondary vocational education with ordinary high school about average education expenditure,secondary vocational education funding component.Results show that the government does not pay enough attention to education,so the education is perennial in the shortage of funds and the provincial government is more biased towards general education.The gap of the average education expenditure between Henan and national average and maximum is widening.Secondary vocational education is not supported by stable funding.In the aspect of income structure,the private investment and social donation share a very low proportion.Diversified financing is a long-term and arduous task.In the fourth chapter,I take the secondary vocational education of 31 provinces as DUM.Selecting input indexes from human,finance and material resources.The amount and quality of graduates are used as output indicators.By using DEA model,I found that the average efficiency of fiscal input in Henan about the secondary vocational education is more than 0.9.Even though it is higher than the average,it still has improvement space.Invalid scale efficiency is the main reason affecting overall technical efficiency.There is something wrong with the minimum average education expenditure.Technical efficiency is inefficient for the first time in 2014.The redundancy is analyzed by projection.A comparision with fully effective province,I did a further summary.It includes that lacking teachers with senior titles,and with low renewal rate of books and teaching equipment.There is a waste of financial funds.According to the summary of the above problems,the dissertation puts forward some suggestions.The characteristics of my dissertation lie in three aspects.Firstly,a new perspective.This article,compared with other articles with country or specific schools as the objects,has more pertinency and comparability.Secondly,in-depth analysis.After projection analysis,I find the real reason for redundancy of fiscal input in secondary vocational education of Henan Province.Finally,I put forward clearer and more appropriate suggestions for the fiscal input problems in secondary vocational education of Henan Province.
