The target of China higher vocational education is to equip the high-level application technical talents who work on the front line of construction, management and service etc. with certain professional knowledge and strong vocational comprehensive ability. To develop higher vocational education in real earnest plays an important role in realizing the sustainable development of economic society. Now the work-integrated learning model has become the higher educational mode which is generally acknowledged in the world. It is involved with three main subjects:government, enterprise and academy. Via the operation among industry, universities and research institutes, cooperation between school and enterprises and the work-integrated learning model cooperation from the micro to the macro, win-win and revenue sharing can be realized.As a higher and vocational education big province, Jiangsu higher vocational education has always been in the forefront of the country. The modes exploration of work integrated learning and the cooperation between school and enterprises were first developed in Jiangsu province.But after deep analysis, many of the modes are borrowed from foreign existing ideas and are lack of indigenous innovation which has great limitation in applicability. More than half of the higher vocational colleges have the history of less than ten years, the exploration of talent cultivation mode is still in exploring phase. Besides, the problems of deficient qualification certificate system, insufficiency of financial investment and enterprises' involvement, uneven academic level and teaching quality, redundant low-level profession construction, insufficient innovation program and low social approval still have a definite typicality in the field of higher vocational education.Literature method, comparative analysis method and case analysis method have been applied in the paper to do the analysis from the theory and practice level of combining work with study and also from the dimension of history and status quo. To gain the mutual benefit and win-win result, colleges shall attach importance to its connotation construction, strengthen schooling program, create superior professions, cultivate students' overall vocational skills, strengthen teacher's troop construction and consummate the cooperation between school and enterprises; The enterprises shall enlarge the investment, provide related education hardware and software, participate in drafting vocational skills standard and push the development and management of practice teaching; main organizer and manager of the education of combining work with study and the related security system shall be provided the government shall sparkplug the employment-oriented harmonious society theory, formulate related policies and regulations, perfect macro leading mechanism, intensify financial input efforts, establish specialized higher vocational education organization and perfect the qualification certificate system etc.
