This paper supports that the following points hindered the development of adult higher education, including administrative departments of education and various educational institutions don't pay enough attention to adult higher education, all kinds of adult education unit have wrong understanding on the educational philosophy, social support is not enough and adult students in the limited sense of self-studyWhile, it needs adult higher education to help to realize the target of building a prominent province in sicence and constructing a learning society. Then the priority is to solve problems happened to AnHui adult higher education. The fact is that adult higher education in developed countries is very mature and becomes a huge national database of social resources. Leraning from four representative countries, the UK, United States, Japan, Germany, we can find valuable experience of ensuring vigorous development of adult higher education, for example, Government's positive attention and support; protect the legal status of adult education and school funding;open running of school and flexible forms of teaching. Meanwhile, practice can not work without the guidance of theory. The theory of lifelong education has become educational principle generally recognized and accepted by the international community and the educational sector. Adult education is included in lifelong education, the rich content of lifelong education will be the direction of adult hgher education. It promotes the development of lifelong learning system. Nowadays, increasing innovation in science and technology has been very prosperous, past patterns of academatic education can not meet the needs of society. Starting to change concept and system of adult higher education is the most effective way to develop human resources in Anhui province.Education is not an isolated system, it closely linked to local political, economic, and culture. So, to propose countermeasures of AnHui adult higher education should ultimately stand on its own characteristics. Firstly, strengthen the status and role of adult higher education, government departments do their work at making overall planning, legislation, macro regulation and control, funding allocation, monitoring and evaluation, advocacy, and so on. Secondly, taking into account the actual decline in the number of students and the blueprint of "Science and Education promote Anhui,"it is the time to enhance the understanding of transition, change the "diploma-oriented" education ideas, play full function of adult higher education in vocational training, explore the potential of improving the quality of citizens and not to be confined to academic education. Thirdly, improving the quality of adul higher education is important guarantee for the healthy development.
