Status Of Welfare And Community Services In Nanjing

With the deepening of the reform of economic system and political and social change, China is profoundly experiencing society transformation. Economic development will bring the increase of social wealth, at the same time, it brings the unexpected problems. Thus, social construction is playing the more and more important role in maintaining social stability, constructing the harmonious society, especially as a part of social construction—the construction of welfare of community service is more important.This research is studied based on the materials collected from H Street, G District in Nanjing, using case interviews, symposium interviews and literature research. The article analyses the status of welfare of community service for the old, the adolescent, disabled and the laid-off workers, it also reveals the current dilemma and challenge that the welfare of community service must be confronted with.The result indicates:providing welfare of community service exists some problems at present:the simplification and administrative of supply subject; mastery of the resources and obligations does not correspond; some service projects lack continuity and can not satisfy people's demands; lacking voluntary and professional service, etc. We don't yet form a set of service supply systems, which compliance with residents'demands.In the current conditions, the single emphasizes on the supply of an individual subject to provide the welfare of community service is unrealistic, we must actively mobilize various positive factors and integrate multi-service principal resources, so that we can construct a system of urban welfare of community service. We need to insist on the principle that under the guidance of government departments, residents'committees, units in community, non-profit organizations and community residents participate in jointly; insist on the principle that we will provide services including professionalism and voluntary, etc. In the process, we need to build multivariate expressing mechanism, widely collect residents'needs, and to integrate these needs, discuss to form specific service; at the same time, we need to constantly improve the content of welfare of community service according to the requirements of the residents, and do the evaluation of service.
