In China, full-time postgraduate enrollment examination began to reform in 2007. Five subjects (hundreds of professional) are national unified examination. Contacting practical background of postgraduate enrollment "subject unified examination" policy, there are five reasons of the policy. The number of postgraduate enrollment increasing needs "subject unified examination" to improve efficiency. The focus of higher education exam selection moved needs "subject unified examination" to enhance the government authority. Exam motivation complex needs "subject unified examination" increase filter level. Postgraduate education quality drop needs "subject unified examination" to guarantee the quality of enrollment. Issue frequency of postgraduate enrollment needs "subject unified examination" to effective prevention.From policy perspective, the policy goal of "subject unified examination" isn't fitted; the policy implementation identity is lower; the policy changes scientific is weak.From interest perspective, interests requirement basically the government and its education department are maintain exam order, guaranteeing the basic quality and selecting interests from "exam economic"; interests requirement of admissions units are getting excellent students, reflecting specialized features and maintenance admissions autonomy; interests requirement of candidates are reducing examination burden, examination informed similar levels and "examination is learned and used".From conflict perspective, at the level of recruitment activities, examination content face the contradiction of investigation basics or expertise, the selection focus on knowledge or ability. At the system level, the policy faces test subject and select mechanism both aspects of the contradiction, reflects Government audition conflicts of power and the right to autonomous enrollment in colleges, and electing a meta model and cultivation of diversified modes of conflict. At the level of cultural and psychological the policy faces trust object and public opinion, the contradictions are more trust in the Government or civil professional institutions, and more attention to the views of ordinary citizens are also scholars and experts.Through overall assessment and reflection about "subject unified examination" policy, I think the important problem is because of "no one is responsible " to "tragedy of the commons", because of "audience aphasia" and ignore policy interests of related parties, and policy don't know "where it came from and where it is going".
