Based on the sequence of history,reality and time,this thesis,taking the college enrollment of the minorities as the entry point and the current problems in the enrollment policies,studies the college enrollment policies of the minorities and proposes the conception of reforming and perfecting the college enrollment policies against the background of building "double first-rate" universities in China.From the historical perspective,since 1950,the college enrollment policies has experienced four stages:the stage of giving priority to recruiting the national minority students with same scores;the low ebb of damaging the initiative of the national minority students;the stage of remarkable achievements in the preparatory education;the perfecting stage of scientific classification.With the changing environment of practicing the policies,the college enrollment policies of the national minority students has a lot of difficulties in the aspect of carrying it out,with the following ones being the most obvious.In the first place,the quality of the minority students has declined.The universities and major that were admitted to the undergraduate 500,base on the preferential policies,redced it to 400 points,and the students' ability to learn is difference;Secondly,most national minority students are only limited to choose some specific universities and major,the imbalance between supply and demand is highlighted;Besides,education is periodic,leading to the unpredictable result.It is impossible to determine who are given priority to gaining education only according to the education resources available of the national minority.In other words,there is not positive relation between the input and output in education;Last,the results of policies differ from the its aims because of the different starting point on the policies of the policy-makers and policy-executers.With this limitation increasingly obvious,it is urgent that some measures need to be acted.Referring to the experience of aims and policies in USA and Australia,our policies for the college enrollment are supposed to reform in the macroscopic,mesoscopic and microscopic perspective.In the macroscopic level,we should adjust the relationship of elements affecting the direction of policy reform,and strengthen the legality and rationality.In the medium level,we should coordinate the relationship of related bodies to guarantee the consistency of making,practicing and monitoring the policies.In the microscope level,by reasonably making the policy of adding scores and lowering the scores,we should emphasize the leading effect of "accurately care" on the education fairness,in order to help students with the fair opportunity of entering college.Only in this way can we enable the enrollment policy to develop fully.
