The University Roll Management System In China Since The Reform And Opening-change Research

The status management is an important part of the management in colleges. It plays an important role in maintaining teaching order and realizing the goals of personnel training. Since opening up to outside world, along with the higher education system reform, the status management institution has been constantly developed, adjusted and being perfect. Combining the text of the relevant policies that the Ministry of Education has introduced with development characteristics of higher education, the status management institution was divided into three stages. These are: the stage of recovery and foundation(1977—1983); the stage of exploration and reform(1984—1990); the stage of being perfect(1991 till now).On the base of comparison of the status management institution's content & features in different stages, the thesis use the theoretical framework of New Institutional Economics and mainly analyzed the change of status management institution in colleges. The article holds on the ideals:human beings are the subject in the status management institution; the human beings'selfishness and limited—rationality are the rooted sources. The reform of higher educational system, the reform of other institution and the development of science and technology are the external motivation for the institution change. In different stages, the change of status management institution in colleges exist path differences and path dependence.To meet the needs of the new situation, the Ministry of Education issued new status management institution in 2005. However, the institution text and the executor caused severe distortion of the status management institution. To solve the problem and effectively manage the status, we must establish the scientific status management institution and the concept of people—oriented. We should set up an information management platform and respective management mode of college & department, improve the high quality of the management team and strengthen supervision.
