University is the main base for innovation and dissemination of knowledge, it's also the cradle for cultivating high-level innovative talents. Whether the university could take such a great historical mission depends on the over level of investment in human resources. Furthermore, according to the development process of higher education, scientific and rational human resources investment for universities, release great advantage of human resources and raise quantity and quality of human resources is the crucial policy to improve core competitiveness and capacity for cultivating.This thesis based on fundamental theory of human resources and investment for it, and focused on the status and level of human resources of universities and colleges in Shaanxi Province. Including the following seven parts in details.The first part is abstract which introduced the background, purpose, theoretical and practical significance, domestic and international trends, ideas, methods, contents and innovations etc.The second part is for basic theory of human resources investment. It's based on the distinguishing for human resources and investment for human resources. Including analysis and classification of the characteristics of human resources, human resources investment subject, form, characteristics and factors of investment. All these above provide a theoretical basis for investment of human resources.The third part displayed the status of investment of human resources in Shaanxi local universities. From the human resources investment, investment in education, scientific research, and investment in health and other aspects of human resources investment in local universities in Shaanxi Province, and provide the prerequisite conditions for building a model and measure for research.The fourth part is evaluation and comparative analysis for human resources in local universities in Shaanxi Province, it's critical part for this thesis. There are four first-level indicators including human resource investment, investment in education, scientific research, health investment, moreover, there are fifteen secondary indicators to measure the investment level of local universities and national universities in Shaanxi Province. Meanwhile, it disclosure the main issue of human resources investment by comparative analysis for two typical universities in Shaanxi Province.The fifth part, the main issue for human resource investment in Shaanxi Province. This part carry out a further analysis based on the third part and fifth fourth part.In part six, suggestions are stated concerning how to improve the efficiency of human capital investment. And in view of the current situation and problems existing in that investment, some policy advices and strategies for maintaining the steady development of universities are also advanced accordingly.Part seven is a conclusion which mainly deals with how this research is implemented and the body of the paper. And it concludes with some creative points stated in the paper.
