The era of knowledge economy, knowledge and capital, labor, machinery, plant and other assets is one of the most important factors of production, with the arrival of knowledge economy era, who owns a large number of high-quality science and technology, talents, who can master the competition superiority and initiative in knowledge economy times. The university as a typical representative of the University in the field of education organization, is gathered senior intellectuals, it plays an important role in the construction of national innovation system and regional innovation system of science and technology. Colleges and universities have transferred the function from the traditional basic education, academic research and development into the technology transformation and application center. The benchmark and the source of development of a university is depend on the stock of teachers capital, strengthen teachers’ human capital investment is the most necessary condition of strengthening the core competitiveness, promoting the sustained, rapid and healthy development of universities.However, investment and other various ways of human capital investment will also have a certain risk even in high risk. As long as the investment behavior, it is must bound to be accompanied by a certain degree of risk, College of human capital investment is also not exceptional. The features of human capital investment decide the inevitability of the existence of investment risk. Once the human capital investment failure, investment main body will not only suffer the loss of material and time cost, but also suffered from the value of the opportunity cost and the loss of teachers to create other intangible capital. Supporting basis ofrealization of university value maximization is the university human capital value maximization; therefore, human capital investment plays an important role in the management of colleges and universities.Continuous, efficient, swift university human capital investment ability becomes the lifeline. As a core support of local economic development, the local universities provide talents for economic development, and knowledgeconveying. However, due to various reasons, the majority of local colleges and universities are lack of unified, scientific and reasonable human capital management method and means. Also, they have no effective means and measures to avoid investment risks, resulting in low investment returns of human capital, seriously restricted the development of local universities and the driving force for the local economy.In this paper, the local colleges is taken as the study objects, the knowledge of economics, management, as well as pedagogic is comprehensively employed in the paper for discussing the human capital investment risk, the behavior and risk aversion of local ordinary colleges, effective risk prevention measures and countermeasures is proposed. At first, the theory of domestic and foreign investment in human capital and human capital investment risk is researched; secondly, the concept and the contents of the local colleges investment in human capital are defined, and the investment content is divided into investment for human capital development, investment for human capital maintaining, the investment for introducing the human capital and the investment for human capital management, and the cost-benefits of the investment in human capital investment in local colleges and the real risk performance is analyzed; then, the status of local colleges human capital investment is analyzed and researched in the paper, the status of human capital investment in local colleges and investment risk are discussed here; finally, the necessity of college human capital investment, the characteristics of human capital investment and the management technology of human investment risk is studied there, and the effective academic aspects of the recommendation and views for human capital investment is proposed in the paper.The classical theory of this research in local colleges human capital investment into the field of human resources investment, and the comprehensive use of economics, management science, education science and other disciplines of knowledge, for the local colleges human capital investment risks arising from the principle, influence factors and risk avoidance strategies and in-depth study, in view of the present situation of the universal existence the current local colleges human capital investment risk management means shortage, put forward the feasible human capital investment risk prevention and control measures and suggestions, from the theoretical and practical significance to enrich the University Teachers’ human capital investment risk prevention research.
