Teachers are the first resource in the universities' development, universityteachers' team is the important support power to the province and the nation.University teacher resources in Hebei province was chosen as research object in thispaper, the purpose of this study was to recognize the problems, analysis the causes,and propose suggestions from an broader and wider perspective, in order to optimizethe allocation, and provide a basis for the Hebei province higher education and thescocial economic development, document analysis, comparative method, thequalitative&quantitative method was used in this papper. The chief contents is asfollows:First, this thesis introduces the human capital theories and labor supply&demandtheories on a basis of summarizing of human resouses allocation studies in both athome and abroad which lay a solid theoretical foundation.Second, analysised the status quo and the problems of the university teacherresource allocation in Hebei province. Cited the status quo from the perspective ofthe university teachers' structure and the efficiency of the teacher resources allocation,and found out the problems in the aspect of the teacher resources allocation structure,the overall quality, and the utilization efficiency.Once again, this thesis has analyzed the causes which lead to the allocationproblems of university teachers in Hebei Province, from the way of the resourcesallocation, the university personnel system aspects. And apply the Grey Theory intothe manpower demand forecasting of the higher educaion, tested the accuracy of themodel, and predicted the amount which the Hebei higher educaion demand in thefuture years, it provided a reference for the talent recruitment and Planning policy, anddemonstrated the calculation process of GM (1,1) model by EXCEL.Finally, the university in Hebei Province was suggested increase efficiencyutilization by a scientific and reasonable human resouses allocation, such as replacethe teaching system of life-long tenure with the system of post appointment, and put forward a policy recommendations for implement the optimal allocation of the teacherresouses about the colleges and universities system of recruiting, personneltransference.
