Study On Urban Community Service Informatization

In the21st century, community service is playing a more and moreimportant role in urban economic and social development in China.National Congress for the first time the Party wrote "the development ofcommunity services to facilitate people's lives" into political report.Community Informatization is an important part of City Informatization,is a strategy to improve and enhance the urban functions and is to developthe urban economy and build an urban culture combined of traditionalcivilization and modern civilization and to improve social security,emergency and rescue, credit and service system strategic initiatives.With the city's rapid economic development and social progress, thesocial development is undertaking significantly boost. Not only thequality of living but also the standard of living of urban residents hasbeen enhanced. More and more people are focusing on the ideas thequality of life for community residents living environment, medical care,entertainment, social security, integrated services and more and more new demands are claimed. And through the construction of CommunityInformatization, it can provide convenient services to people, and canhelp the government to set up a bridge connecting people and improvepeople's quality of life. Therefore, how to build information-basedcommunity service, worthy of our thinking at a new height, a newperspective on community service to further deepen the theoretical studyand practical thinking.In this paper, I used the public goods theory with a normativeanalysis of Community Informatization in South Lake District, JiaxingCity, compared to the other cities in the specific case of informationtechnology on community service, and do a lot of literature study,summarized the information on the current theory of community serviceat home and abroad; then use the theory of public goods, to define thatthe community service with information technology is a kind ofquasi-public goods, summarized the various roles of different players inCommunity Informatization. Then review the development process ofcommunity services of South Lake District, Jiaxing City, summarizedcommunity service informatization in Jiaxing mode; then review theproblems of Jiaxing mode. And then compared to other cities' experiencesuch as Guangzhou, Shanghai, draw a inspiration of Jiaxing Informationconstruction; finally summarized the basic paradigm that CommunityInformatization follows, which is to strengthen the community services information technology, to achieve institutional innovation, to use publicmanagement approaches, market approaches, social way to otherchannels, to innovate and financially support rfom the communityinformation system, to promote community service and informationindustires and last to form a "government-led, sector coordination,management practices, community participation and market operation", ahealthy operational mechanism.
