Vocational Education is the latest form of vocational education, that is from government agencies, professional institutions, industries and enterprises and intermediary organizations, autonomous but interrelated components of a chain link training institutions. With the rapid development of Vocational Education, on the increasing number of studies in this area, but in theory and in practice there are many gaps in urgent need of further research and practice. This paper is divided into four parts to introduce vocational education group operating mechanism:Chapter 1 is Introduction. First introduced Vocational Education Research Group of the status quo, in foreign countries that already exists in the form of sixty or seventy years, 90 years ago a small number, mostly joint between schools, are private in nature. 90 years later, the state-owned schools were gradually incorporated into and carry out cross-regional, multi-service business model. In China, the 1980s began to rise, the development is to enter an organized, characterized by the performance of regional, industry-based, school-enterprise cooperation. Through the five-oriented development model analysis, trying to find one of the problems and propose countermeasures, has important theoretical and practical significance, and the use of literature and field survey research methods.Chapter 2 is Vocational Education Group's development model. According to group management relations and the different sources of funding education, vocational education and group analysis of five development model: government-led, institution-oriented, industry-based, voluntary alliance model, intermediary-oriented. Five detailed model of development problems, and give the sound operation of the proposal. Through the five modes of analysis to understand the vocational education group deficiencies of existing models for the "Four in One" pave the way for Vocational Education Group operating mechanism. Chapter 3 is the Professional Education Group Problems and countermeasures. Face identity is difficult, lack of coordination between schools and business relationships, with no place in vocational schools, organizations loose and so on. Proposed four development proposals: to build brand, increase social identity; explicit functions of the legal status; strengthen mechanisms to promote the rapid development; change mode, perfect binding mechanism. Through the analysis of problems and solutions that to take "four in one" vocational education group operating mechanism.Chapter 4 is to build a new "Four in One" Professional Education Group operating mechanism. "Four in One" refers to government agencies, professional institutions, industries and enterprises, intermediary organizations, the four actors. They play in vocational education group different roles: government agencies to increase policy support and financial support; vocational institutions to market-driven, innovative education methods to develop application-oriented talents; industries and enterprises rely on institutions to improve intelligence support and human resource support; intermediary organizations to provide theoretical guidance, feedback market information, and participate in vocational education group run. Which to build "four in one" group of vocational education operating mechanism.
