Comparative Research On The "State-Society Joint Organization" In Russian And Chinese Higher Educational Field

With the macroscopic changeover of Chinese government's educational management function, lots of functions including specialized counsel, advice, supervision in the higher education, which are belonging to government at present, should be undertaken by academic authority organizations and professional associations that are composed of educational workers, scientific workers, experts in all fields and own state authority. The sort of organization is called State-society joint organization (SSJO) in Russian higher educational field. It is the great feature that SSJO involves in the management of the higher education and plays an important role.According to the definition of Russian SSJO, the thesis gives the definition about current organizations that have the same characters and functions in our country's higher education field and introduces it to our country. The thesis elaborates Sino-Russian SSJO's birth, development, and participation in the operational system of higher educational management. And it gives the detailed introduction about the process of selection, development, personnel structure, main function and basic work direction, financial guarantee, existing problems and prospect, and many other indexes. Moreover, the thesis analyzes SSJO's environmental adaptability for our country's regulations and its functional aim for solving relevant higher education problems. Through the comparative research on the SSJO in Russian and Chinese higher educational field, the author thinks that our country is in a special stage that the transformation is from planned economy to market economy while the management system of higher education is from centralization to decentralization, and should vigorously develop the SSJO that is a kind of organization pattern with Chinese characteristic, which manages higher education as social power. In addition, the organization will play a great role in the fields of the policy of higher education, the consultation of the law, the content management of higher education and the evaluation of the educational quality. As drawing on the development experience of the SSJO in Russian higher education field, government, universities, SSJO and theoretical researchers in our country should try their best to take measures to support the development of our country's SSJO on the law guarantee of the joint organization involving in the management of higher education, the assignment of the right, finance, guarantee, the perfection of the organization.
