Our social and economic had been development rapidly and our education reform has also been promoted since reform and opening. In order to attract talents into teachers for improving education quality, to enhance the value of teachers, the chinese issued a primary and secondary school teachers merit pay policy. in the December 21,2008. Generally speaking, thanks to this policy, the majority of teachers'wages has been increased, reflecting the hard work and the principle of distribution, and the policy obtain ed the majority of teachers'support.How effective of the teachers pay for performance policy is implemented, It's relative to teachers'loyalty,quality of teaching and the development of schools. By the research,we found that there are still several issues in the current teacher performance pay of policy implementation, such as policies to understand bias, lack of policy financial execution, performance evaluation vague position, performance appeared in the official distribution of efficiency wages. In response to these problems, I try to propose the effective implementation strategy of primary and secondary teachers performance pay policy in the practice level.first,I think we should do some good to the policy of the premise, promote the policy rightly, do a good job preparing the relevant supporting and environment;lay down the plan of policy implementation,and link to the strategic development objectives of the school and teachers performance pay policy.we also should link to school's shared vision,and prior to establish a good feedback mechanism for performance evaluation and assessment methods. Second,we need to organize implement policies,do some training to executives of relatively to the policy.and then,we still need to treat some promblem to the policy of implementation process correctly. Finally, we must do a good job for supervision and inspection to ensure the implementation of policies consistent with expectations. Each stage of implementation of the policy should strive to do well,and ensure the objective of the phase of policy implementation generally consistent with the overall objective of the policy.
