Education as the foundation.Nineteenth National Congress of the Party The report states that points out "Building a strong country in education is the basic project for the great rejuvenation of the Chinese nation.We must give priority to the cause of education,deepen the reform of education,speed up the modernization of education,and do a good job of education that the people are satisfied with." How will the cause of education develop in the new era? How will teachers' enthusiasm be mobilized? It is an urgent problem to be solved today.Therefore,strengthening the performance pay management of teachers is an effective way to promote the development of education.It first introduces the research significance of performance pay for teachers,schools and the state under the current research background.Through the collation of the existing literature at home and abroad,this paper summarizes the research results of a large number of scholars.On this basis,the advantages and disadvantages of the current teacher performance pay are analyzed,and the existing literature research is summarized and commented.The introduction also points out the research on the theoretical basis of performance pay in primary and secondary schools.Drawing on the experience of effective performance management at home and abroad,through case analysis,this paper takes performance management of primary and secondary schools in Zhaoqing as an example to analyze the characteristics,advantages and disadvantages of performance management in the new era.By using the method of comparative study,this paper compares primary and secondary schools in Guangzhou and Zhaoqing,and combs out effective incentive policies according to the performance incentive policies of other schools.At the same time,through questionnaires,scientific,comprehensive and effective grasp of the current shortcomings and to correct them.The second part is divided into two modules.The first module focuses on the development of performance pay for primary and secondary school teachers in China,and grasps the basic status of relevant research in China through the analysis of the current policy implementation plan.The second module is based on the existing research,taking Guangzhou and Zhaoqing as examples,to analyze the current implementation status of performance pay in primary and secondary schools,through the design,collection,comparison,collation of questionnaires,and finally to summarize.Focuses on the problems in the implementation of performance pay for primary and secondary school teachers in Guangzhou and Zhaoqing.This paper mainly analyses teachers,schools and the government separately,among which the recognition of performance pay by teachers is not high and the fairness of assessment results is doubtful.According to the survey results,unscientific and imprecise assessment plan is also one of the current problems.At the same time,the lack of timely feedback on the results of the school's assessment of teachers has led to performance appraisal being formalized,limited incentive effect and so on.In view of the main problems existing in Guangzhou and Zhaoqing,this paper makes an analysis and elaborates layer by layer.Summarizes the common problems in the performance pay of primary and secondary school teachers at the national level from the survey and analysis in Guangzhou and Zhaoqing.As far as the current situation of the whole country is concerned,the problems are analyzed according to the factors of government,school and teacher respectively.What we need to pay attention to is that the government has not promulgated relevant laws,regulations and documents to specify the performance pay assessment standards,which is the most essential reason for all the problems.Secondly,inadequate funding for teachers' performance pay is also one of the important reasons for the limited incentive effect of performance pay in the implementation process.The main problems among schools are the uneven performance pay,unscientific assessment system and lack of supervision departments.In view of the teachers' problems,the main manifestations are the deviation in understanding performance pay and the low participation.This paper points out that the government should pay more attention to teachers' performance pay,increase the investment of funds and sense of responsibility,so that teachers' performance pay system can be legally complied with.On this basis,we should refer to excellent assessment schemes among schools,and narrow the distance between different schools in different regions on the basis of ensuring the widening gap between teachers in schools.At the same time,teachers are regularly trained and publicized to maximize the incentive effect of performance pay.Therefore,this paper finally proposes to establish the normal flow of teachers between schools to promote the effect of merit pay sorting.
