As an important part of educational resources,teacher allocation affects the balanced development of compulsory education.In China,the allocation of teacher resources in the upper urban area is generally better than that in the rural areas.In order to achieve the balance of educational resources and promote educational equity through the reasonable flow of teachers in the county(district),the government-led policy of "teacher rotation system" arises at the historic moment.In the policy transmission chain of state,province,city and county,because of the complexity and particularity of the social development and geographical location in the border ethnic areas,the implementation of the policy deserves attention.Therefore,the core issue of this study is: M county in Yunnan province teacher rotation system policy in what are the problems existing in the implementation process,and expect through on-the-spot investigation,to analyze the causes of the problem,in order to help M county and other ethnic minority areas,border effective teacher rotation system policy,realize the dynamic equilibrium of teacher resources in the countyThis study reviews the content of teacher rotation system policy at the national and provincial levels and is based on the context of policy development.M county teachers rotation system policy implementation status as the research object;The problems of policy implementation in the county are summarized as follows: the guarantee measures and incentive mechanism of the education administrative department are not in place;the schools are concerned about the loss of excellent teachers;the selection and appointment of exchange teachers are arbitrary;and the role of exchange rotation teachers is blocked.Based on the implementation of the teacher rotation system policy in M County,combined with the interview data and relevant data collected during the investigation,the author introduced The Flow of Talent Theory for attribution analysis.It was found that the administrative department of education due to a lack of democracy in the policy making,policy content lack of relevance,a lack of organization in policy lead to inadequate implementation of relevant measures;In terms of management,the school has not formed the selection standard of teachers participating in exchange rotation,which leads to the mechanization of teacher management in the school.The role of teachers is hindered by the heavy workload of cross-section communication,the stagnation of personal professional growth and the worries at home which lead to job rotation.In order to realize the balanced allocation of teacher resources within the county,combined with the problems in the policy implementation process of M County and the causes of the problems,this study puts forward solutions to the problems existing in the implementation of local teacher rotation system policy,which are as follows.Firstly,educational administrative departments should standardize the policy formulation and implementation process and refine the policy content,secondly,schools play a managerial role in teacher exchanges.Thirdly,teachers realize independent development in exchange rotation.
