At the background of the New Curriculum Reform, nowadays, teachers in the primary and secondary schools teach themselves the new demands of the New Curriculum Reform actively and internalize them a part of themselves in a manner of responsible attitude. They take "knowledge and skills," "the process and the method", "emotions, attitudes and values" these three aims as their teaching goals and responsibilities throughout the whole teaching practice. The teachers ask themselves to do their beset to get the growth of students' knowledge and enhance their character.At the background of the New Curriculum Reform, nowadays, the learning process is divided into teachers'teaching process and students' learning process these two parts in modern education of the primary and secondary schools. Teachers overturned the traditional teaching attitudes which only ask for the teaching process, and get new concept of students and teaching under the guidance of the New Curriculum Reform. Teachers can set the students as the main part of the class, and can put them on important position from the beginning to the end of the teaching process.An the background of the New Curriculum Reform, nowadays, the teacher-student relationship has been endowed with a new meaning, teachers has not only acted as a man who only remove knowledge to students, but also act a student's parents, friends and manager. The teacher-student relationship was endued with new meanings as democracy and equality, students respect teachers and teachers love students, psychological congruence and 1.teaching benefits teachers as well as students.The quality of the modern education in the in the primary and secondary schools has been improved greatly under the guidance of the New Curriculum Reform. However, there still has some unharmonious growth in the whole education. There are some problems in this high school in Henan province which was observed by the author of the paper. Such as, Some Chinese teachers take the three aims as their as their every class's responsibility and duty, they set a series of goals before every class and then go to the classroom with fulfilled confidence. But what disappointed is that only some goals were achieved. Some Chinese teachers give many chances to the students to participate in class in order to highlight the New Curriculum Reform's idea. But what was disappointed is that the students have no improvements according to the tests. Some Chinese teachers assume what will arouse the students'interest before class but what was disappointed is that they didn't get any response and the teacher got into the passive situation... Therefore, what engender these situations? After the author communicated and discussed with the teachers and students and observed practiced in this high school analyses out the reasons caused these situation, this can be summed up as contradictions between preset and generation."Everything is made for each student's development" is the core concept of the New Curriculum. What is "development"? "Development" is a dynamic generative process, which requires teachers not only study theory constantly but also rethink the actual process of teaching and learning profoundly/ Therefore, with the summarization of the other teachers'and the author's introspection, the author strives to find solutions to preset and generation. Wish this paper can bring some enlightenment to the readers.
