Transforming from planned economy to market economy has brought enormous accomplishments in social and economic development; however the existing system and policy handicapped the economic transition process and became the root cause to the "double-track" employment system (different pay for the same job).The "double-track" employment system ("double-track" in the coming-up text) is closely related to the China's social evolution. On one hand, it conforms to the trend of economic transforming in lessening employment stress, controlling labor cost, providing a flexible form of employment and bringing vitality to organizations; on the other hand, being a product of incomplete transition which lacks in a complete mechanism to solve problem, the "double-track" existing in the operation of many social injustices, which sharply present themselves in employment relationship.The emerging problems require a solution to maintain social justices, promote efficiency and ease conflicts. To achieve social fairness and justice is one of the most difficult problems to tackle with. In response to this phenomenon, this article summarizes the existence and current status of "double-track" in Chuzhou University's employment system. It further discusses the objective demand for "double-track" and a positive role the "double-track" played in the past, and the conflicts and drawbacks caused by "double-track" in nowadays. These conflicts and drawbacks are hindering the university reform and forcing people to consider again about a balance between efficiency and fairness. This article taking Chuzhou University as an example, suggests to face up "double-track" and the drawbacks in its operation and start changing minds with the system, in order to find a reasonable solution to the reality that "double-track" shows excessive flexibility and much less standardization.
