State-owned enterprises control the economic lifeline of our country. Thedevelopment of the state-owned enterprises is the important basis to measure nationaleconomic, it’s also the important guarantee of the social stability. Northeast became tothe origin of national’s heavy industry because of its rich oil production. At thatmoment State owned enterprises is a miniature society, it could feed even half of thepopulation of a city, So you can see it’s prominent positionHowever, due to the advent of reform and opening up at80~90’s of last century,state-owned enterprises faced the challenge of Market economy. The burden of "Runa society" make the enterprises on the verge of be crushed, the eldest son of theRepublic of China faced the crisis of bankruptcy.In order to keep the state-owned enterprises’ leader status, our countrydetermined to spend a great effort to reform. After decades of arduous reform,State-owned enterprises finally got rid of the burden, put profits as its fundamentalpurpose.The key of the reform is the transformation of employment system. During theperiod of planned economy, the employment of enterprises is called “the lifelongemployment system” and “the succession system”. But this employment system islack of fair reward and punishment system, so that employees of state-ownedenterprises lose the sprit of fight. Rewards are not equal to your pay, so more andmore staffs choose to hitchhike. No innovation, no benefits, no competitive, enterpriseturn to the pension agency.During the reform, the state owned enterprises have abandoned the lifelongemployment system and the succession system, and using the contract system whichmost enterprises use in the world. The state owned enterprises sign3~5years’ contract with workers, and with the workers’ performance to decide whether to renewthe contract. This way not only inspired the morale of staffs, but also provides thestaffs and the enterprises an opportunity to choose each other.Subsequently, in order to further reduce the labor costs, the enterprise outsourcesa part of the labor service, hire services workers, than make them work together withofficial workers. At this time the double-track employment system appeared.However, though the services workers do the same work as the officials do,butthe treatments are different. Informal workers only have the city’s minimum standardwages, have no sound of social security system; also they have to face the risk ofbeing cut back at any time, while the labor union of safeguarding workers’ rights hasno use to the differentiation. All of these caused the informal workers have to face thesurvival problem.The introduction of the new "labor law" clearly regulates the regulations toprotect the service workers, regulates enterprises to give equal pay for the same work.Also the enterprises are required to give the informal labor a formal identity. At thesame time, Enterprises also have to sign a formal contract with service labor workers;State-owned enterprise should shared responsibility for labor workers with laborService Company.However, a few years past, equal pay for same work has not been realize, servicelabor workers’ identity is still denied by companies. Why do the State-ownedenterprises violate the laws? After a survey, the author discovered that the enterprisesuse the way so-called camouflage to avoid the legal punishment, they make theofficial workers and service labor workers work in different workshops, so strangerswon’t discover there has difference between the two workers.The double-track employment system really saves cost; it provides power for theenterprise to create benefits in a short term. But the enterprise has ignored two respectproblems.On one hand, identity has very important significance in enterprises. Identity is astatus symbol of personal possession. Reasonable identity should be divided byinterests, ability and social needs. And it should be convertible between different identities. It will cause all sorts of contradictions if the identity lacks of liquidity andthe classification rule is inequality, the contradiction is like the opposition betweenworkers, the opposition between workers and enterprises etc. These oppositions willaffect the efficiency of enterprises, and have no good to the enterprises’ development.On the other hand, the state-owned enterprises are different from privateenterprises, It should also assume social responsibility while assume the importanttask of national economy. Because of the political attribute, the state-ownedenterprises have the obligation to contribute to social stability. So this only pursuesinterests and disregards social stability’s behavior should be eliminated in state-ownedenterprises.Therefore, I made a study to discuss the reason of unreasonable employment infactory B of city J. And try to find a solution to the problem.
