| Our country’s registered architect management system includes building engineeringdesign units’ qualification system and registered architect system. It seems like themanagement system is a double track system, but actually registered architect systembecome part of units’ qualification system, which means the whole system is under thegovernment’s control. Our country’s registered architect system began to brew since1986,in1997the registered architect system was basically established. Units’ qualificationsystem was put into practice after reform and opening-up. After years of development,although the state departments related reform and issued relevant documents, in actualpractice there are still lots of problems restricting the registered architect system’sperfection and development.The main problems is due to too much interference from the government, including theconflicts between the two forming double track system, contradictions in units’ qualificationevaluation system, renting registered architects license due to units’ qualification evaluation.On one hand some problems are innate when coping the related system for reference， onthe other hand, some are accumulated in practice. In addition, the government does notchange its role in the market, causing abnormal market and related regulations.This dissertation expounds the cause of the double track system in the design marketusing systematic and objective methods. To survey the current state of the system,investigation, interviews, data collection and so on are used as research methods, mainlyfocusing on the current contradictions and conflicts in this unique system in China.The final research achievements mainly include the study of the history of architectmanagement system, the analysis of relevant laws and regulations, investigations andinterviews about current state. This paper would be a reference and index for reformingrelated laws and regulations in this field in the further. |
