Fairness and efficiency are a basic contradiction of the social and economic life, which is always a controversy topic of sociology and economics. Policy fairness is the basic value demands of the public policy legislation and implementation. However, the original intention of teachers'performance salary is to improve employee's work efficiency. How to achieve the harmony and balance between fairness and efficiency in the setting and executing process of Teachers'Performance Salary, is a vital project in public policy studies, whereas empirical studies on Teachers'Performance Salary is relatively few. Especially, empirical study on the fairness of Teachers'Performance Salary is still wanting.The first part of this paper reviewed researches related to performance salary policy, which contains relative concepts about performance salary, the present study situation of performance salary and teachers'performance salary.The second part of this paper analyzed theoretically the fairness of teachers' performance salary. Firstly, we reviewed researches on policy fair and explored the concepts on fairness. Then, according to the structure of the fairness about teachers' performance salary, we analyzed the fairness of setting process and details of teachers'performance salary. The results show that fairness was attached with setting process and details of teachers'performance salary. However, whether is fair in the process of promoting fairness is still in need of further textual research.In the third part, we utilized the software SPSS 13.0 to analyze evaluate the fairness of in the formulation and implementation of teachers'performance salary in primary and middle school, based on which the variable difference analysis was conducted. The purpose is to investigate middle and primary teacher'feeling on fairness of their performance salary policy and summarize specific problems in the survey of the setting and executing process of teachers'performance salary. These results showed that there are some unfair phenomena in the formulation and implementation of teachers'performance salary in local primary and middle School. such as salary assignment plan, performance measurement standard and the difference of fair sense between the urban and rural teacher etc.In the fourth part of this paper, we put forward corresponding improvement strategy on teachers'performance salary policy content, implementation process and evaluation. The main strategy:propose more specific requirements to establishing the justice, rationality, normative of performance measurement standard; set normative procedure and operation approach to reward performance salary distribution; improve information disclosure mechanism of teachers'performance salary policy evaluation...
