Research On The Reform Of The Current China Studying Abroad Policy

From the founding of China to the deepening of the reform and opening up, studying abroad activity, as the main part of higher education has become a "world trent", and been working its significant function too. Today, studying abroad plays a very important role in the opening-up policy as well as the strategy of invigorating the country through science and education. With the introduction of Western policy science, its importance has been increasingly recognized. While achieving considerable success in the public policy theoretically, our scholars are inclined to the practice of public policy, even into its micro-level. So, what about our higher education policy in the theory and practice of public policy? In this paper the author attempts to give a brief public policy analysis based on the current studying abroad policy as the sub-policy of China's higher education policy.This paper begins with studying abroad policy-related definitions, and its theoretical basis; Secondly, the policy's objectives and value orientation are explored and then our current studying abroad policy is given a comprehensive introduction. The main part of this paper is the innovation part, which is combined with the reality of our country, summed up the three decades of reform and opening up policy in China, from public policy point of view, in terms of policy objectives and value orientation, policy formulation, implementation and pointed out the shortcomings of current policy, and finally some reform proposals are put forward.The paper uses the history and theory with practical research methods, and prospective innovation point is the all-round public policy analysis on China's current studying abroad policy and suggestions followed.
