Talent is the most important initiative productivity, personnel, especiallyhighly qualified personnel. Personnel have an important impact on nationaleconomic development and competitiveness enhancement role. The talent ininternational is build and development as a basic development strategy. In order toimprove the competitiveness of national talent, countries have introduced variousforms of content-rich study in personnel policy. Laos is in transition and thecritical period of economic development with a huge demand for talent, especiallyhigh-quality personnel. Through the development and implementation of thepolicy of overseas talent, the promote Laos development to attract, retain, andgood use of overseas talent.In this paper, the status and problems of normative analysis on the policies ofthe Lao overseas talent, Laos are studying personnel policies such as thefollowing three aspects: First, the policy of attracting overseas talent is relativelyfragmented, not yet formed a system. The second, personnel is the lack of soundsupervision of study personnel policy implementation mechanisms. Third, thestudy of personnel policy in Laos still not appears. Lao, personnel have studyabout satisfaction which is policies, system, and content. Empirical researchshows that the lower the satisfaction is the personnel policy of the Lao students.For study personnel policies in Laos, there are still many deficiencies which needto improve. Through the analysis of the personnel policies of the United Statesand overseas talent, their demonstration of the Laos overseas talent inspirationLao people to study and development of personnel policies countermeasures: First,improving the study of personnel policies to promote human capital development.The second is to upgrade the mode of economic development. The third is tospeed up the construction of property rights system. And, the fourth is aninnovative service concept, standardized service procedures. The fifth is tobloom the intermediaries for overseas talents, and to improve their service. Thelast but not least is to enhance the Laos’ marketing in order to attract moreoverseas talents backing.
