A Research On The Implementation Of "Plan For Studying Abroad In Jiangsu" Based On Model Of T.B.smith

An important project in China's foreign cooperation is to develop overseas students to learn from China.In recent years China has been actively ilplementing the country's "The Belt and Road" strategy to furtherly and continuously deepen its cooperation with other countries in the development of the foreign student education,It will have a good impact on Politically,it is conducive to public opinion,Policy exchange,and unicorm facilities.From economic viewpoint,it is conducive to trade and finance.Ald the most important effect is that it provides the talent guarantee for foreign economic development.From the central to local governments all levels of authorities actively formulate and promote overseas student policy in order to encourage and support the outstanding young people of each country to study in china.This paper,first of all,analysed the execution status of the plan "Study in Jiangsu",including the necessity of developing overseas student education in Jiangsu Province and the outcomes of the early implementation of the plan.This paper is based on the combing of the policies and regulations of the foreign students at the level of the central government and the policy documents formed around the "Study in Jiangsu" plan.But some problems have been found from the perspective of the University as the main unit of the policy implementation of the foreign students.In past a few years,with the increasing number of overseas students,the traditional overseas student administration mode of the government,universities has been gradually not able to meet the real needs to deal with overseas students-related work.In order to solve such problems,this paper analyzes and discusses the problems and obstacles in the implementation process of "studying abroad Jiangsu plan,based on the literature collection and learning the Smith theory.First,based on the influence factors of the policy implementation of the Smith model compiling a questionnaire and designing an outline of interview,specifically,it is to integrate the known factors into the questionnaire to design problems,to form a questionnaire for foreign studentsf satisfaction,and an interview outline for staff and mentors.Secondly,conducting questionnaire survey to the overseas students of Nanjing University,Nanjing University of Science and Technology,Nanjing University of Information Science and Technology,Nanjing Agricultural University who attended the universities after 2014.Analysis of the results of the questionnaire by using the method of data statistics,get key information by summarizing the results of interviews with staff and teachers.Then from the special to the general to analyze the main factors of the degree of satisfaction of the study in Jiangsu and the internal relations and constraints between the policy enforcement agencies and the policy enforcement agencies.Through the above analysis,we find out tihe problems and causes of these main factors which are not suitable for the implementation of the Jiangsu plan policy.Finally,based on the Smith policy implementation model as the research framework analyzes the representative problems and the causes of implementation problems and obstacles from the perspective of idealized policies,executing agencies,target groups and environmental factors.Summarizing the relevant research results and learning the experience of successful implementation of international student policy,we try to put forward the way to solve the implementation problems and improve the implementation effectiveness of the plan of studying abroad in Jiangsu,so as to ensure the smooth implementation of policy objectives.
