With the development of world economic integration and educational internationalization, studying abroad, named as "no-smoke industry", has been transforming from mere talents training to industrialization, and has boomed in 1970s and 1980s,Since the reform and opening up, education for studying abroad in China has also developed and achieved greatly: training talents, easing the contradiction of demand and supply and promoting Chinese culture. But there exists some problems: more and more Chinese teenagers have studied abroad, which is a great loss to China in terms of human resources and capital; The number of foreign students in China is increasing, but with far less attention.With China's entry into WTO, its education has been facing a challenge: It has to fulfill its commitment to educational service, and the education has to be more and more open as a result. There is a strong tendency that western countries are entering China's educational market (recruiting Chinese students in China) and the "closed" education formed in China's "planned economy" is being broken through. Therefore, educational management departments and educational institutions of China have to strengthen the management of studying abroad and recalling talents.With the increase of China's comprehensive national power and the rise of our roles in world economy and political arena, studying in China would be surely developed. We should have a market sense, and make systematic and standard educational policy, laws and regulations for it to guarantee its sound development.
