With the deepening of reform and opening-up and industrialization and urbanization of our country, the number of farmers acrossing region between cities and countryside. According to authoritative estimates the mobile population will reach 160 millions by 2010. A peculiar group unattended children appears in the flowing of farmers. Unattended children in rural Area are the inevitable outcome of socialist modernization, industrialization and urbanization in our country. Their ideological and moral education has caused the concerns form the party, the government and the community.Unattended children are in the Juvenilia Period which is very important to form their basic values. If they are lack of the necessary scientific, ideological and normal education then, if not only affects their peleonal growing up healthily, but also affects entire society stability and construction of socialist harmonious and building a new socialist countryside. It's an important problem that how to reinforce and improve Unattended children's moral education and their morality quality. To train the talented person with ideals, morals, culture and discipline needed by modern society become urgent and challenge topic.This thesis background by unattended children in rural area and their boundary standing range's fixing the main body of a book, and carding consulting home and aboard nature connotation appraising. Meanwhile, the method of questionnaire survey and case investigation has taken the unattended children of She Hong city as sample, through local school, family and society, and then gained fist date carrying out conditions in thoughts that Chinese unattended children's current moral education and citizen quality education in rural area sufficiently. Though investigation and analysis revealed, that some unattended children had some problems in the following aspects:First, they have deviations of values and they are individual-centered and their values showing utilitarian and practical; The second is more prominent ethical issues. Most of them are vague awareness of ethics. They are weak in social ethics awareness and moral will, even in their moral behavior, moral knowledge, and action; Third, most of unattended children has more serious psychological problem, such as anxiety, depression, inferiority, introversion, emotional indifference and so on. The reason for these problems are these:First, the absence of family education; Second, the weakening of school's moral education; Third, the impact of social environment. In according with unattended children's problems this paper proposed. Some measures from three aspects to solve. First, through management, culture, events, media as a carrier of their Ideological and moral education; Second is around the unattended children's economic, political, family, schools and other environmental aspects, Third is to propose a human-oriented method of moral education experience and emotional education.
