| Sports facilities is the prerequisite and basis of having sports activities, and it is also a necessarity to carry out national campaign in promoting people's health. It plays an important role in the process of building a harmonious society. In universities they have more affluent sports facilities comparing with those in our society, and it is not a new topic about how to make use of those facilities integratedly. Xi'an, as the city of having most popularity in the western region, is a gathering area of higher education against this backgrand that college sportsgrand opening to the public in different forms. In fact, it doesn't have much more information to be described about those cases. Therefore, regarding 15 colleges in Xi'an as the research object, this study made investigation and analysis about sports facilities resources and the condition of opening up in Xi'an University by the methods of literature resources, interview surveys, expert interviews, statistics and so on. It analyzed the influence factors and the facing problems about sports facilities opening to the public among Xi'an universities, and put forward related Suggestions and countermeasures to achieve Xi'an university sports facilities further opening to the purpose.At the beginning, this study made investigation and analysis about the hardware configuration in Xi'an universities to observe the development of sports facilities in Xi'an presently; then, their openness was caught up according to the investigation of the opening up situation about sports facilities among Xi'an Universities; third, the study analyzed the related factors and problems about the further opening up; Finally, it pays attention to give some recommendations and complete the measures about those problems according to these investigations.Mading investigations and analysis on the situaion about sports facilities and their openess among Xi'an universities, it is easy to come to a conclusion as the fllowing:Ⅰ. Xi'an universities have amounts of sports venues with more types and number and higher qualityⅡ. Sports facilities in Xi'an Universities are managed primarily by their sports departments, and they mainly provied service for their students, teachers and staffs. They try to open up to the public in different forms with meeting their PE education teaching, training and their physical exercises, open time mainly in the morning, evening or afternoon. Most of them are public universities by the means of the paid service and free services combined together primarily.Ⅲ. The openess of College Sports Facilities in Xi'an is limited, and needs to be improved furtherly.Ⅳ.The main factors which influenced their openess are the followng, such as: the concept of school leaders,sports consumer basic quality, the lackness of organization and guidance and so on. The mainly furher problems are the liabiliy issues of accident harm, sorts facilities in the captial compensation, the effect of school sports teaching and management, etc.Ⅴ. Although it exists some factors which influenced them and many problems needed to deal with now, there are some ways to complete and perfect them, for example:changing leaders'concept, using the insurance mechanisms to adress safety responsibility like insurance company, strengthening regulations construction, establishing and perfecting the management system.This paper puts forward four suggestions according to upper conclusions:Ⅰ. You can change the concept of leadership, the introduction of the insurance company the insurance mechanism to solve the problem of security responsibilities.Ⅱ. To strengthen regulations and build a sound scientific management system.Ⅲ. Optimizing physical the management of venues and facilities to strengthen publicity and education efforts.Ⅳ. Established sports organizations and sports guide, according to the introduction of high-level sports facilities management, to optimize the management of sports venues such as human resources approach to coordinate and resolve. |
