The Development And Utilization Study About Or Dinary University Sports Venues Of Rizhao City

In 2014, Rizhao put forward to carry out 《The national fitness ordinance》 and 《The national fitness plan in shandong province (2011-2015)》, around the sports huimin, and to integrate various resources, and to speed up the construction of the national fitness service system, lay a foundation for comprehensive, balanced and sustainable development of sports industry in the city. In the basis of the survey this paper finds that the amount of sports venues of the ordinary university in Rizhao although can basicly satisfy the need of the physical classroom teaching, amateur sports training, sports competition and the students’s need of participateing in extracurricular sports activities, but contract with the basic requirements of 《the catalog of common colleges and universities sports facilities》, most colleges and universities can not meet the prescribed standard. Not only that, in the actual resources open, college sports venues opened to the social practical in Rizhao is seldom, and the open time is given priority to weekends, holidays and summer and winter vacations, but because its opening shall be paid, and the opened object is given priority to with enterprises and institutions and social organizations or groups, the amount of the opened accounts is only given priority to a few social individual, therefore,it is not the true sense of social sharing. And on the management mode, it has the shortcoming,inculding the self management,and the lack of market operation, etc.the major influencing factors making the poor performance of rizhao city development and utilization of university sports venues were the following:(1) (unclear responsibility, ensuring safety); (2) the management factors (increased burden of the school of management, increase investment in the school of human); (3) sports facilities factors (facilities have bigger loss, school sports facilities, lack of school sports venues and facilities configuration and layout unreasonable); (4) the cognitive factors (cognitive is not enough, the mass sports fitness by the head of the school sports consumption consciousness is not strong); (5) funds factors (increase the school expenditure) and open time factors have effects on (to the school normal education teaching, opening time conflict).Based on this, this paper puts forward the countermeasures of the restricting Factors affecttin the development and utilization of Rizhao university sports venues. (1) to strengthen the construction of sports facilities, and make the venue design conforms meet with the actual use need; (2) the government link with the community and school, university sports, and Promotes the social sharing of colleges and universities sports venues altogher; (3) to plan the use of sports facilities as a whole, the reasonable arrangement of social sharing time, sharing types; (4) he government should give appropriate cost compensation accoring to the sports venues implement social sharing; (5) to chang ideas, and gradually to introduc market operation mechanism; (6) to establish incentive mechanism, and to improve the enthusiasm of sports facilities to implement social sharing.
