Research On Risk Management Of Opening Sports Venues In Guangzhou Universities To The Publi

National and local government departments have repeatedly issued relevant policies and regulations to support and encourage the opening of school sports venues to society,which can effectively alleviate the contradiction between the increasing demand for fitness among the public and the insufficient supply of venue resources.However,after the opening of university sports venues,a large number of people flock to the campus,reducing the safety factor of the campus and increasing the possibility of safety risk events,Therefore,risk management for the opening of university venues is a necessary measure.By using the methods of literature review,questionnaire survey,mathematical statistics and other research methods,based on the risk management theory,this study investigated the current situation of 10 university stadiums and gymnasiums opening to the society in Guangzhou,identified,assessed and responded to the risks of university stadiums and gymnasiums opening to the society in Guangzhou,and provided reference for the work of university stadiums and gymnasiums opening to the society in Guangzhou.The study reached the following conclusions:The 10 universities surveyed have corresponding rules and regulations for the management of sports venues,but the rationality and feasibility of implementation need to be strengthened;Most universities have venue(management)centers as venue management agencies;But there is a lack of professional management personnel;Before the "epidemic",most universities were open to society,and some universities that had not yet opened up to society after the "epidemic" also had plans to open up.The difficulties faced by universities in opening up to the outside world are mainly manifested in multi-level issues such as safety risks,management systems,legal responsibilities,and venue conditions.The laws,regulations,and policy documents at different levels of effectiveness,such as the Sports Law,all stipulate that school sports venues are open to society,but they are mostly encouraging and principled,and lack specific operability.Through the risk checklist,it was identified that the risks existing in the opening of Guangzhou university stadiums and gymnasiums to the public included six major risk source and a total of 27 risk factors,which were mainly divided into seven daily management risks,seven personal safety risks,four property safety risks,three environmental health risks,three legal liability risks and three other risks.Quantify and evaluate the identified risk factors based on their likelihood,severity,and controllability through the list sorting method,and calculate the product of the three risk levels.The top five risk levels are: sudden death accidents caused by sports;Easy to slip,collide,and lack of warning signs on equipment in maintenance sites;Financial theft of schools,teachers,students,and trainees who have entered the school for exercise;Unclear responsibilities and powers,low management efficiency;Accelerated wear and tear of venue equipment.According to the risk matrix analysis model,the priority level of risk treatment shows that various risk factors for the opening of Guangzhou university sports venues to society are well prepared,followed by high priority.In response to the risk response strategy of opening up to society,relevant policies and regulations should be improved,and the attribution of risk responsibilities should be clearly defined;Carry out safety education and strengthen safety guarantee measures;Update the management model and establish a collaborative management mechanism among stakeholders;Optimize regulations and establish a systematic risk management mechanism;Improve risk identification and assessment capabilities,and develop scientific risk emergency plans;Improve and implement the sports insurance system,transfer risk responsibilities;Intelligent empowerment enhances management efficiency.
