The economic which brings new opportunities for education has been developing rapidly since the policy of the reform and opening. With the development of science and technology, the demanding of human being to education becomes higher and higher. The traditional classroom-teaching style can not satisfy people's desire to learn. Educational informationization is expanding and developing under the contradictions between the existing education mode and the growing needs for education. According to a survey, the amount of the investment to the education informationization has been already 100 billion RMB by the year of 2003. More than 70% of universities of China have been set up different sizes of the campus network. The network system which is established by China's education sector and the local governments, universities and enterprises, has contributed to the educational informationization greatly. The construction of E-learning resources and educational informationization are interdependent and interacting.On the one hand, the E-learning resources is an important component for educational informationization, and it is the basic content of educational informationization .E-learning resources construction determines the quality of the development process of educational informationization directly On the other hand, under the background of educational informationization, the construction of E-learning resources promotes the changes from traditional educational ideas to information technology ideas. The use of E-learning resources has promoted the emergence of discovery learning, the assist learning, and inquiry-based learning. The web-based teaching mode can mobilizes the learners'enthusiasm. Construction of the E-learning resources as an educational teaching resources information to the basic elements of the process, the efficiency of its use of information technology in education is the level of the smooth performance of the symbolic approach.In this paper,Firstly, a brief introduction of the construction of E-learning resources are given .And then the network and application status of the current situation of university's E-learning resources of Heilongjiang province is analyzed, and pointing out the existing problem in the construction process of E-learning resource. And take the E-learning resources use efficiency of seven universities of Heilongjiang province for example, and anglicizing by the method of factor analysis. And get the ranking list of the E-learning resources use efficiency of the seven representative universities, according to the anglicizing of the survey data getting the main factors which influences the efficiency. At last, the countermeasure to prompt the E-learning resources use efficiency is proposed according the analyzing of the seven representative universities and the construction level of the universities'E-learning resources use efficiency.
