For a long time, there has been a huge economic gap between China's east and west, urban and rural areas. Eastern coastal areas are economically developed, while the western region's economic development is relatively lagging behind, so a lot of talents would rather flood into the eastern coastal areas than stay in the poor west, leading to excessive personnel in the east and the quite opposite in the west. Similarly, some learned and competent talents do not want to stay in rural areas due to the poor conditions and isolation. This gives rise to the lack of qualified teachers in the western region and rural areas, contributing to the low teaching quality in these regions. It turns out that the differences in the quality of education between urban and rural, East and west are significant.Students from rural and western regions are far behind in terms of the academic level when they are compared with their counterparts from the urban and east. At present, our government has taken some measures to tackle this problem such as the policy of "Going to the western provinces to relieve the shortage of teachers there" and "tuition-free policy for normal college students. But there is still a long way to solve the problem.America, as the most powerful nation across the world,also has great inequality in its educational system. Academic sheets of Students from low income areas are more inferior than that of students from high-income areas, and poor quality of teaching is the main cause for that. In 1989, Wendy Kopp, a senior student of Princeton University put forward the proposal "Teach For America" in her thesis aiming at eliminating educational inequality, and she established an organization called Teach For America whose purpose was to recruit the most talented graduates from most prestigious universities. The organization would train them and then ask them to be a teacher in American low-income areas for two years for the sake of turning them into qualified teachers and leaders in all walks of life and finally reaching the ultimate goal of achieving equality in education.Nowadays, after 20 years of development, the Teach For America Program has received recognition and praise from all walks of life and has turned itself into one of the most influential non-profitable organizations across the United States, promoting the development of American teacher's education and basic education to some extent. Teach For America Program has also been the spotlight overseas in recent years, many countries have followed the pattern of the program, a case in point is China which has already set up two programs. One is Teach For China, the other is Beauty China. In view of China's basic national conditions, many of the concepts and operation procedures of the program are worthy of our study and can be regarded as the guideline for the development and transformation on our national basic education and teachers'education...
