Changes of the mode of production are important prerequisite of social development, national poverty reduction and sustainable development. Backward mode of production is a specific mode used by a particular historical period and a group of people. Any mode of production and consumption pattern will present a kind of culture and values, or else, a specific concept of civilization. In this sense, to some extent, changes in production methods mean the change of social civilization. Throughout the agricultural data released by FAO report, it is not difficult to find that, nowadays the food security in sub-Saharan Africa's become more and more serious especially in "Big Horn". Generally, the agricultural productivity level in these countries is far from scientific, traditional production mode is ordinary in these countries. As a part of this region, Eritrea also faces with the same problem. As time continues, the food crisis in such country is spreading. Poverty exists in Eritrea for a long time; the overall level of living is not very high, the social civilization remains in a low level. Under this background, new irrigation system spate irrigation system was gradually introduced to Eritrea. With the introducing of modern production methods, productivity improved, and the social progress of Eritrea was promoted.Civilization is the progress of human social activities, it is a reasonable composition accumulation, and the development level of civilization marked the change and development of the method of exist human society. Nowadays, developing countries such as Eritrea, how to deal with the relationship between traditional culture and modern civilization during the process of economical development and social transition becomes a common phenomenon. Reflection is used to discuss with how to deal with the relationship between traditional culture and modern civilization correctly, and how to prevent the marginalization of traditional culture. Eritrea irrigation mode reform and exploration of the tradition to the modern not only promotes the economic and social development but also have a creative guiding significance to poverty and backwardness African countries and developing countries. Based on this, a reference is hoped to help the development of African countries and other developing countries in economic development and social progress.
