In recent years, the tuition of higher education is increasingly higher and higher. The inability to afford the tuition frequently emerges in magazines and TV programs. Accordingly there are different comments on this social phenomenon, which becomes more and more complex especially for the agricultural university, due to the insufficient economic input and recruit. As for a great agricultural country, it demands an amount of modern agricultural technology talents. Thus their training cost should be given priority. This is also my article's focus.The first part of the article illustrates research background, the status quo of domestic and overseas research and the research objective. With the improvement of gross admittance of higher education, the opinions emerges, such as the wide-development, rigid control theory and moderate development and etc. Also there are different attitudes towards the educational fee. However the general tendency to this research is as follows: Firstly, the study on the human capital investment has become the focused attention to educational fee. Secondly, quantitative research has become the tendency. Thirdly, the range of research has been enlarged and deepened.The second part of this article describes the process of the fee of higher education and the sponsor policy for the poverty students the status quo of domestic and overseas fee of higher education. In this part, the author employs the educational economics, educational psychology to illustrate valid theory for the tuition of our Chinese agricultural higher education (or alleged the individual cost afford and compensation) from the seven perspectives of the education property, education justice, relationship between the demand and supply in education, the educational motive, different aspects'afford as well as macroscopic readjustment and control. The third part analyzes the factors affecting the introduction of tuition of agricultural higher education:political factor, historical and cultural tradition and personal consciousness, as well as the international development tendency. The most vital element, economic factor has been deeply analyzed from the aspects of the students and national afford, the profit of, the cultivation cost calculation of students in agricultural institution (educational cost per student) and compensation scale of agricultural higher education. This article also accounts for the difficulty in laying downing the standard of talents cultivation cost. The forth part attempts to propose the for average tuition standard in all majors of agricultural institution from the rational perspective on the basis of equation model for establishing tuition standard put forward by few scholars. Additionally, the author uses comparatively objective data to analyze and validate this point of view. In order to realize and render the justice of education, in the fifth part, the author states the cooperative sponsor system for poverty students in agricultural institutions and suggests how to perfect this system. Compared with the foreign countries, the author explains that our government and agricultural institutions can grant funds to poverty students through some policies and means. There are a variety of approaches to sponsor, but we should have a guidance principle, that is, through certain policy support, we should require the educated and their family to solve these issues on their own policy support, we should require the educated and their family to solve these issues on their own.The last part is a summary of the above mentioned:firstly, the fee of our agricultural higher education institutions has the scientific and reasonable theoretic validity. Secondly, There are many factors of establishing the standard for tuition of higher education, among which the economic factor is the most critical. Our agricultural institutions have no comparable advantages over other types of universities in educational fee compensation, individual student profit and student recruit, which gives rise to the establishment of tuition of agricultural higher education. Thirdly, it has analyzes and validates the equation model of average tuition standard in all majors of newly-restructured agricultural institutions through comparatively objective data and then presents that it is more reasonable to lay down the tuition standard by means of rational individual profit. Fourthly, a superior charge equation model is not omnipotent, and it should adjust to poverty students sponsor system. We should require, we should require the educated and their family to solve these issues on their own through certain policy support. The government is also proposed to make more investment in agricultural higher education institutions and popularize the love-fund sponsor.
