Analysis Of Present Agricultural Higher Vocational Education In Beijing And Appropriate Policies To Improve The System

The success or failure of the construction of a modernized rural area in Beijing depends on if wecan cultivate enough qualified professional talents and management talents, which will also have a hugeimpact on the development of advanced urban agriculture in Beijing. Currently, there is an obviousstructural shortage of highly professional and high level inter-disciplinary agricultural talents in Beijingfor the construction of a modernized rural area and advanced urban agriculture. This paper clarify thestandpoint that higher agricultural vocational colleges in Beijing should keep up with the trend of thetimes, take their responsibilities to bring up more such talents for the construction of a modernized ruralarea in Beijing and make more contribution for the success of the development of advanced urbanagriculture in Beijing. Based on the study of economics, education and related theory, the paperdescribes a real-life case study on problems of agricultural higher vocational education in Beijing. Bydoing so, this paper tries to bring some enlightens to policy makers and promote the development ofBeijing’s agricultural higher vocational education.This paper involves four parts, the main contents of every part as follows:The first part expounds the background of the study, the value of research, the research method andthe thread of research.The second part introduces lessons and experiences of some advanced countries.The third part is the keystone of the research. By analyzing some typical cases from Beijing’shigher agricultural vocational colleges, the paper sums up what kind of talents it needs to constructmodernized urban agriculture in Beijing, and makes some important points on enrollment, employment,discipline construction, teacher group construction, industry-university-research system and some otherareas in higher agricultural vocational colleges. The internal problems to college mainly is professionaladjustment bring talent training quality pressure; It is difficult to integrate teaching theory withpractice in enterprise; while the external reasons refer to the government is education investment of thesubject in a single, it will restrict colleges development.The fourth part investigates the two aspects, including external government supervision andinternal controls at Colleges. By making detailed analysis on the problems of agricultural highervocational education in Beijing, this paper brings up four tentative suggestions on clarifying thestrategic location of education system, strengthening educational infrastructure, advancing educationalreform and innovation, and completing institutional system. By doing so, this paper tries to bring someenlightens to policy makers and promote the development of Beijing’s agricultural higher vocationaleducation.
