Recent years have witnessed the prosperous development of vocational education. Under this circumstance, how to develop vocational education has become the focus of many researchers. In face of the various problems in vocational education, how to develop a new approach to the development of vocational education and promote teachers' professional development has become urgent concern for researchers.Based on this background, this study is trying to promote teachers' professional skills and in-service development from the perspective of launching of teachers' teaching and research activities.After a lot of investigation and analysis, this study finds that, in many secondary vocational schools, there are a lot of problems existing in teachers' teaching and research activities, such as over-formalization, emptiness and disorganization of teaching and research activities. These problems are caused by the teachers'low capacity for teaching research and deficiency of supporting mechanism. So improving and restructuring teachers' teaching and research activities is the focus of this study.However, the reform of teaching and research activities can not follow the old routine. As for secondary vocational education, there are various majors, different specialized courses which have undergone rapid development. On the other hand, teachers' capacity for teaching and research is relatively low and teaching and research activities are unsatisfactory. So we should establish a new teaching and research system suitable for vocational education, which can fully promote the vocational development of teachers. Through a lot of research, this study finds that teachers' learning community can take teacher professional development and promotion of students' learning as its fundamental purpose.In a learning community, with the same vision, teachers carry out learning and research activities through reflection, communication and collaboration. By means of cooperation, they make reflective explorations on improvement of teaching and self-study and achieve their own professional development. With the conception of teachers'learning community, this study demonstrates the significance of construction of learning community in teaching and research activities.To build teacher learning communities have great positive impact. First, it can improve the effectiveness of teaching and research activities; secondly, it can make the best of teachers'initiative; thirdly, it can optimize the organization of teaching and research activities to promote students'learning and development.Inspired by a lot of theoretic research, this study carries an action research on teachers'teaching and research activities from the perspective of learning community. Based on qualitative analysis, this study try to explore different patterns to construct a learning community which can carry out teaching and research activities based on different platforms and profound content. Meanwhile, a lot of case studies have been carried out, which also prove the positive effect of learning community on teachers'development.Finally, this paper proposes that we can develop teachers'learning community to learning-cooperation culture, covering multi-professional backgrounds, guide teachers to shift daily communication from routine matters to more professional topics, eliminate negative impact of status differences on teachers'learning community. This would have much significance in improving the current situation of teachers'teaching and research activities in secondary vocational schools.
