Since China entered the 21st century, the higher education has developed rapidly into the public stage. Along with its ultra-conventional and crossover development, China's higher education system also exposed some problems. Facing these problems, we should learn the experience from other countries. Recalling the experience in the California public higher education development, we could find that California's higher education has not only survived when facing the growing demands for the diversity in education, but also ensured the quality of higher education chased by the public. How could the California higher education system achieve the remarkable success in practice, get through the hard test of time, and then have a huge impact on the public are valuable experience for our higher education system to learn from. In this paper, the document analysis, comparative analysis and other research methods are adopted to study the California higher education system and its status with the purpose to enlighten China's higher education system.This study is divided into five sections. In the first part, the research objectives, research ideas, literature review and the related concepts are discussed. The second part contains the overview and history of California as well as a detailed description and objective analysis of the development of the three systems in public higher education in California's history. The function, the management and the coordination mechanism of the three systems are clearly explained. The third part respectively evaluates and analyzes the present status of California higher education system from angles of its layout, structure, and management. The fourth part mainly summarizes the experience getting from the California education system from its reasonable regional layout, scientific hierarchy, independent but coordinated management, and the high quality of its education. The last part covers the overview of China's higher education and puts forward the possibility and necessity of learning the experience in California, and summarizes the inspiration we could get from the experience.
