Education assessment reform is important in training mode of open educatiom. Formative assessment is an important part in the assessment system of open education, and it is also a part of quality assurance system of open education. Performing formative assessment is a way of carrying quality-oriented education and strengthening teaching reference and administration. Online formative assessment is a new-born way in open education, it meets the reform of educating people in open education. Aiming at stimulating learning initiative and enthusiasm, online formative assessment requires that students finish their homework online by themselves, which improves the efficiency of learning, serving for the quality system of open education.There are many advantages of online formative assessment:the form and method are both advanced; the designed tasks are close to the study of the adult learners; it also stimulates learning initiative and enthusiasm; it also offers a way for communication between the tutor and learners. However, there are still many problems in online formative assessment, the body of assessment is single; the design of online platform is not perfect; it lack of direct communication between the tutor and learners; it is too complicated in finishing their homework; it lacks enough training and reference, leading and helping are not good enough in teaching; Lacking subject consciousness of learning does harm to the progress of open education learning. Not enough assessment forms are used in assessing the students and tutors. All the above problems bring bad sides to the development of open education.Aiming at solving these problems, we take measures to play the part of technical advantages and better the online platform; In the meanwhile, tutors should lead and help learners to learn better. Then, based on the center of students, learners should be responsibility for their own study.Finally, assess the students and tutors by means of some assessment forms. By the above measures, online formative assessment is sure to play better role in the development of open education in CRTVU.
