It is a gold time for BingZhou to adjust its structure and perform its strategy of catching up at present. Affluent human resource which is armed by technical skills and reasonable structured is urgently needed. It is grounded that vocational education which tends to cultivate skilled talents can promote the development of economics as well as the employment. It plays a positive role in reducing poor, facilitating fair and maintaining stability.Basing on PEST, the thesis analyzes the macro environment of vocational education in BingZhou from politics, economics, society and technology to determine the opportunity and threat. By using SWOT, basing on the macro environment and contemporary situation, The thesis has demonstrated the best choice for BingZhou vocational education.Vocational education can be defined in general sense and narrow sense.General vocational education is used as an integrated term to depict the process of education including vocational education, vocational preparation, vocational cultivation etc. In the narrow sense of vocational education, it refers to the vocational education in vocational school. It is an intended, organized educational activity carrying out by school and makes the students to obtain vocational knowledge, skills, attitude to prepare for the future occupation.Generally, regional economics refers to people's economical activity in a certain region. It is a space system of national economics and having the characteristics of region in the sense of the relationship with the national economics. In a certain range, regional economics is a specific functioned system which consists of different district and economic factor moderately.By SWOT, it is apparent that the construction of the ecological economic district in the Huang River delta and the good circumstance built by the policy of government. But for the lack of vocational educational strength, it is hard for Bingzhou to seize the opportunity. Facing on this situation, the government of BingZhou has to support the construction of vocational education and promote the development of vocational education. Meanwhile, the government should connect the vocational education with BingZhou to the industry structure, motivate corporation and social force to participate in the construction of vocational education, enable the harmonious development of vocational school, corporation and students. It will finally be beneficial to the construction of the ecological economic district in the Huang River delta.
