In the new round of curriculum reform of quality education, improving students' science literacy has become the key to the implementation of quality education. At the same time, improving the professional accomplishment of all teachers is crucial to the smooth implementation of quality education. At present, the education imbalance in China is quite serious; the gap between urban and rural areas has become the main obstacle of Chinese educational equilibrium. In some rural areas, the structure of teachers is irrational; their teacher's professional quality is not good enough. All these factors seriously hindered the regional educational reform and development. This article takes the junior middle school math teachers in rural Enshi district, Hubei province as the research object. In this article the mathematical literacy status and existing problems were also analyzed.This study adopts the method of literature, questionnaire survey method, interview method, class method, statistical analysis method. It summed up the basic connotation of mathematical literacy as well as its elements from a domestic and international view. with the junior middle school math teachers in rural Enshi district, Hubei province as the research object, this article did a questionnaire about the mathematical literacy, and analyzed the existing problems; it also interviewed some outstanding mathematics teachers and mathematics education experts on the topic of improving teaching experience and method. In the end, it gave several suggestions to improve mathematics literacy. The conclusions are as follows1. The connotation of mathematical literacy and its constituent elements.Mathematical literacy is a combination of mathematical ability, mathematical thought and method, and the mathematical spirit shown in a real situation after the subject have been through the study of mathematics facts, concepts, skills, principles and mathematical thought. Mathematical literacy consists mainly of mathematical knowledge, mathematical ability, mathematics thinking method, and mathematics spirit.2. The present mathematical literacy of mathematics teachers in junior middle school.The questionnaire survey result shows that the junior middle school mathematic teachers in my targeted district in Hubei Province as a whole have a relatively good master of the mathematical knowledge, mathematical ability, mathematical thought and method. But they are lack of mathematical spirit. When talked about their interest in mathematics, the mathematics'history knowledge, the higher mathematics knowledge, the creative mathematics teaching ability, the method to teach students to understand mathematical thinking method and deal with issues beyond consciousness problems, their performance is not good enough. These are the core problems of mathematical literacy. With those problems left unsolved, the mathematics teachers'professional development will be seriously affected, which will further hinder the mathematical education reform and development. The analysis also tells us that the non-mathematics graduate teachers'mathematics accomplishment is far beyond satisfaction.3. The strategy of upgrading the rural junior middle school mathematics teachers' mathematical literacy.By doing the questionnaire survey and by interviewing the mathematical experts and outstanding teachers about promoting in-service mathematics teachers'mathematical literacy and by combining the situation of mathematics teachers of my targeted district in Hubei province, this essay gives some suggestions as follows:first, improve the mathematics teachers teaching ability; second, improve mathematics teachers' mathematics teaching with multimedia capability; third, improve mathematics teachers' degrees, fourth, do some training to improve mathematics teachers mathematics accomplishment; fifth, strengthen teaching research on the textbooks; sixth, encourage teachers to actively participate in teaching researches.
