"Early education provides the basis of lifetime."Since the1950s, many developed countries and regions in the world gradually realized the importance of preschool education. As an important task of enhancing the national overall quality and national competitiveness, the development of preschool has reached the same status as the development of primary education and higher education. They have adopted various measures to strengthen government functions of the development of preschool, and preschool education has been sustained and rapid development. In recent years, some areas have also tried to promote the preschool education reform, actively seek ways to crack the problems of kindergarten crunch and high kindergarten fees and the preschool education of these areas has made considerable progress. Compared with these countries and regions, the development of preschool education in Jinzhou New Area is relatively slow, and some problems cannot be ignored.This thesis is based on the actual development of preschool development of Jinzhou New Area. It combines public administration, public economics theory, and integratedly applies literature data analysis, statistical analysis, survey research, mathematical methods and comparative analysis. In a setting of the establishment of Jinzhou New Area and the full implementation of "12th five-year plan", it analyzes the development status of pre-school education in Jinzhou New Area and the existence of hot and difficult issues, draws on the experiences and lessons learned in the development of preschool education at home and abroad, illustrates the revelation of preschool development in Jinzhou New Area, propose some suggestions to the preschool development in Jinzhou New Area and provides reference for the development of preschool education in other agriculture-related regions.This thesis illustrates that Jinzhou New Area has a good educational foundation for the development and a strong economic foundation, there exists some problems in the development of preschool education, such as uneven development, a serious shortage of child care put by the Government, kindergarten teachers in low overall level non-standardized management, etc.. To solve these problems, we can promote the preschool education reform in Jinzhou New Area by strengthening the development of government functions, establishing and improving the management mechanisms to ensure preschool education funding, and regulate the development of preschool education in Jinzhou New Area, construct a high standard of kindergarten teachers and actively explore the development of private preschool, thus contribute to the sustained, healthy and rapid development of preschool education in Jinzhou New Area.
