In the context of rapid development of the preschool education,the government departments concerned all over the country are concentrating on setting the state-run kindergartens to result in the accumulation of a number of the state-run kindergartens.When we focus on the "quantity" of the state-run kindergarten we have to pay attention to the “quality”of it at the same time and to strengthen the preschool teaching staff construction is the important guarantee of improving the quality of preschool education.It is the keypoint to have a change from focusing on the extension of the development of the state-run kindergarten to focusing on paying attention to the improvement of the the connotation construction especially in the new time to develop the livelihood project of state-run kindergartens.It is also an important event of the country to work for the happiness of the people.So that the real problem that the researcher is concerned about mostly is how to train and build the high-quality,well-educated teaching staff,to adapt to and to meet the needs of the connotative development of the state-run kindergarten in the new situation.The survey study takes a stated-run kindergarten in District A of Xiamen city as an example.Firstly,the paper analyzes the general situation of the rapid development of the stated-run kindergartens in this district based on the relevant policies and regulations issued by the government to develop the preschool education.Secondly,the researcher studied seven aspects including the basic situation,qualification access,recruitment and employment,training,professional title assessment,post appointment and performance assessment of the teachers in the stated-run kindergarten in district A by using the methods of literature review,questionnaire,text analysis,interview and other research methods to understand the current situation of the construction of the teaching staff in this district.Thirdly,the researcher sorted out the achievements and existing problems of the construction of the teaching staff in this district under the background of the rapid development of preschool education based on the current situation of the teaching staff,and analyzed the causes of the problems.Finally,according to the existing problems and causes,the researcher put forward the strategies to strengthen the construction of preschool teaching staff from three aspects such as the department of education administration,the kindergarten managers and teachers themselves.
