Following with the development of economic globalization and higher education internationalization, the intelligence introduction in Higher Learning Institutions, means of introducing talent resources and good experiences from overseas, plays more and more important role in the 21st century in China. Institutions of Higher Learning make great progress in the aspects of teaching, scientific research, administration and talents training by means of inviting overseas experts and scholars to work, teach, give lectures, cooperate in scientific research fields or attend the international conference. In the meanwhile, by absorbing the excellent disciplines and education resources from overseas and sending a large number of scholars and excellent teachers to abroad to take career training, study, communicate with the counterparts of the overseas.However, we should notice that intelligence introduction, influenced by policies, facing with the high-standard requirement, limited talents resources, many problems in the development and some incidents occurred in realistic work. The problems do exist in the way of making progress. For examples, due to various reasons, recruited talents are not able to continue their works in China which influence the sustainable scientific research work or long-term study at the universities. It's hard to say some talents recruitment cases are successful. Because of lacking of scientific idea and evaluation system, some universities paid for high salary and recruited so-called "talent", who has been exposed of cheating in academic research and misconduct in scientific field. Some foreign teachers are not so qualified and quit for work without fulfilling their contract. Some universities mainly focused on recruitment work, while sending professors especially young excellent teachers to study or get training abroad has been neglected. In recent years, some excellent overseas courses and teaching resources have been introduced to universities. Yet, some courses are not as good as expected, some Sino-Foreign cooperation teaching program were criticized as a tool of making money. There are few cases happened in the development of intelligence introduction, however it will also bring bad influence to the universities, such kind of influence can not be eliminated in a short time.The government and universities should pay great attention to these problems occurred in the intelligence introduction; try to find a way to avoid such problems recurring and to regulate working system gradually. Besides the proper policy and sufficient financial support, government also may justify the laws and regulations related to the intelligence introduction. University should change the traditional concept and idea of intelligence work; take it as the main task of the university. In addition, making a long-term plan and establishing a sound intelligence introduction administration and guarantee system, implement "one-stop" humanity services for the talents is the scientific way of introducing intelligence of universities.To establish a scientific intelligence introduction and performance evaluation system to attract talents from overseas and set up the supervision and beneficial evaluation system of scholars and teachers who are dispatched to abroad and attract them come back to work for the university. Further strengthen the campus culture construction, focusing on the brand and fame build of the university, introducing the university to overseas, let the talents do their work happily and enjoy their livings with pleasure. Taken these measures, the intelligence introduction will promote greatly in a scientific development way.
