Currently, China’s economy has stepped into a "New Normal" with the national and local economic growth slowing down. As a result, how to crack the local development problems and how to promote local economic, social and cultural development of comprehensive and sustainable development has become a heated debate. High-level personnel as known to possess a broad range of knowledge, flexible mind and advanced technology and scientific knowledge is vital for the further development of the area. Therefore, how to attract a large number of talented people to provide intellectual protection for local development has become a top priority of the local administration. Based on the improvement of the local authorities to introduce high-level personnel work, this dissertation takes the introduction of high-level personnel work as a research object, through investigations, literature and other ways to collect a number of basic indicators of Gongyi City, love, talent and so summarize full use of qualitative research methods literature research, field studies to identify the various problems in Gongyi. And the results show that Gongyi does not possess a suitable environment for talented personnel for the not ideal environment, bound administrative decision-making system, not enough policy advocacy, not formed policy groups. Finally, the author selected city of Jinhu, Changxing, Xinmi, Jiyuan which personnel work has highlights within this country to give Gongyi a reference of development direction. Then, some suggestions for improvement has been written:the first is to hire excellent think tanks, the second is to establish and improve the talent introduction policy system, the third is to cultivate or the introduction of social organizations to assist personnel working group and the last is to build evaluation system to give constantly supervise to the effectiveness of the work.
