The construction of teaching team and high level teachers'team in colleges and universities is an important item of the undergraduate teaching quality and teaching reform project. Considering form the practical need of the construction and management of teaching team in our country's colleges and universities, scientific and rational performance evaluation is very necessary, and how to establish and improve the teaching team's performance evaluation system is the current key problems need to be solved.Performance evaluation of the teaching team in colleges and universities refers to the evaluation subject makes a scientific and reasonable comprehensive description according to the teaching team's objectives, tasks or standards of performance and with certain principles and methods for evaluating on the teaching team and the members'completion of tasks, realization of goals and capability development. The index system of performance evaluation of the teaching team in colleges and universities should be based on the team's own characteristics and the law of its development, and to design from the individual level and the team level. The specific approach is to consult and follow the structure of Balanced Scorecard in enterprise performance evaluation, establish the balanced scorecard of teaching team in colleges and universities based on the analysis of the national teaching team's selection requirements and high level teaching team's basic characteristics, determine the performance evaluation index of team level with reference to the existing related research results, and then determine the performance evaluation index of individual level with the aid of role-performance matrix. Combining the influence factors of teaching team's performance, it could be evaluated on the team level from the following four aspects:team's composition, teaching building and reform, members' learning and development, team's operations support; on the individual level, it could be evaluated from the following three aspects:professional quality, work performance and team spirit. After determining the performance evaluation index, the five-grade evaluation method can be used to develop appropriate evaluation standard for each index, and to make a comprehensive judgment on all single index according to certain weight values. Analytic Hierarchy Process is a commonly used method to determine weight, including the following basic steps:establishing hierarchical structure model, constructing judgment matrix, calculating single ordering weight value and the consistency check, calculate the total sequencing weight value and the consistency check. In order to reduce the difficulty of weight calculation, some appropriate optimization process could be done to the weight of the index system. Due to the teaching team in different types or different development stages has different objectives and performance characteristics, the index system needs to be constantly revised and improved according to the team's development and change, at the same time, to adjust the distribution of index weight on the basis of the actual situation.Performance evaluation is a systematic and complicated process, which need to be targeted to collect performance information and performance analysis. In the implementation of performance evaluation of the teaching team in colleges and universities, there are some important points need to be paid more attention. Such as, to be clear about the basic goal and main task of teaching team, set up correct concept of performance evaluation, create a good atmosphere for performance evaluation and make effective safeguard measures of performance evaluation.
