| ObjectivesBased on the theoretical analysis of domestic and foreign provincial level innovation teams of provincial universities, this study is to establish performance evaluation index system, and build a scientific and feasible performance evaluation method,,and then provide scientific basis and theoretical support for the resource allocation of provincial universities and for government decision-making.ObjectsTeams in Shanxi Province in "the Plan to supporting the Outstanding Innovation and Technology Team" in 2004-2008.SourcesThe original data are collected by Shanxi Province Office of Education.Research MethodsThe literature analysis and the Delphi method were applied to design evaluation index system, then AHP was used to calculate the weight of each index. The integrated assessment method was employed in the empirical study.Results1.To introduce general idea of the innovative team in universities Aiming at technology innovation, the Innovative team is defined as an interactive system in universities, which consists of expertises in various areas who are willing to help each other to accomplish common goals. The Innovative teams in colleges, the most important basic unit in universities to carry out research activities and to cultivate high-level personnel, are a special type, which are mainly composed by university teachers.2.To estabish Performance Evaluation System for provincial level innovation teams of provincial universitiesIn this study, we analysed,selected and added evaluation indexs through two rounds of expert advice, and AHP was used to determine weights. Eventually the Social Science and Natural Science Performance Evaluation System were established. Topic discussing was used to determine the Social Science and Natural Science performance evaluation index weights.3,Weight has been set on the achievement effect valuation index system for innovative teams of local colleges and universities.Weights of Natural science (scientific research item, achievement outputs, achievement changes, skilled personnel cultivation, team structure, academic affects) are 0.2133,0.2358,0.1164, 0.1678,0.1189, and 0.1478 respectively;Weights of humanity section (humanity, scientific research item, achievement output, achievement application, skilled personnel cultivation, team structure, academic affects) are 0.2111,0.2389,0.1244,0.1723,0.1000,and 0.1533 respectively.4,Results from studies applying the method of synthetical grading are comparatively reliable.Overall evaluation ordering result is team A3, team A2, team A1, team A7, team A4, team A8, team A6, team A5. the result displayed that the achievement valuation for innovative teams of local colleges and universities should be comprehensive. It is not enough to consider the scientific research item or achievement outputs, rational team structure is also vital to improve team achievement.5. It is the first time to establish the basic information database of the talents project in Shanxi Province (in 2004-2,008).Conclusions1.Achievement valuation for innovative teams of local colleges and universities is in the starting phase, which is not defined clearly. The method applied is in the exploration stage.2.The study shows that it is feasible to build achievement index system by applying special-subject-discussion method and to set weight for it. And it is reasonable to apply synthesis grading to the demonstration research.3.Achievement of mechanical innovative general team has imitated the quantity that be equal to outputs in achievement with the scientific research item, has covered the nature of the team achievement evaluation would be covered if we consider the quantity of outputs and otems as achievements of the team. Therefore, it should be stressed that ahcievement of a team is not equal to achievement of the individual, and evaluation of team's achievement should be all-direction valuationNew points of view in this study1.
