With the deep development of education informationzation, the ability of Information InstructionalDesign has been a skill that teachers must master to adapt to social needs. Pre-service teacher is the reserveof teachers. Training of pre-service teacher's IID competency not only help to manage the new classroom,but also set a solid foundation for future career. At present, the domestic training of IID is undertaken bynormal university. However, through survey I found that the training is still week and the result doesn'tseem satisfying. The subject that how to train the ability of pre-service teacher's IID has become a problemdemanding immediate solution.TPACK is a framework of the teacher's professional knowledge which has three individual elementsand four complex elements. It is the foundation of high quality teaching by using technology. BecauseTPACK has clear description of technology, pedagogy and content, the research designs a training modelfollowing this theory. Design-based research is the main research method. Firstly, on the basis of reviewingrelated literature and carding concepts, this paper clarifies the connotations of information instructionaldesign and TPACK. Secondly, through the investigation of the present situation, this paper proposed anintervention system which consists of content, process and supports of learning. Finally, the interventionsystem is applied in the real situation. Through verification of the evidence, the research forms a designresearch package which has been promoted in the local.The study has shown that:1. The design of intervention system based on TPACK has a good effect ontraining information instructional design ability for pre-service teachers.2. The intervention system isoperable and convenient to carry out.3.The DBR in this study is helpful for the development of thetraining.The main innovation of this paper is to design an intervention system for training the ability ofpre-service teacher's IID drived by TPACK. On one hand, this system is guided by the foreland theory,while applying TPACK for the innovation of teacher education is a hot direction. On the other hand, as thesystem is tested and evaluated completely, the performance and achievement will provide reference for the devel opment of teacher profession alism.
