In the process of urbanization, on the one hand, to accommodate the farmers by merging suburban villages, merging urban residents from relocation and urban low income farmers, on the other hand, in order to expand the size of cities, local governments according to policy established a transitional community from villages to cities in the rural-urban fringe, the author called it policy-guided transitional community. It has an important role in development of urban-rural integration, and the research about it has far-reaching significance.In this paper, the aggregation process s the distributed current situation and the integration hope of Shandong Dongyuan community as a individual case is analyzed and discoursed using Field interview and document materials, which aims to present the integration difficulties and benefit game in it's development on this base.The paper consists of five chapters altogather. Chapter one introduces the research origin s the significance of subject chosen,theoretical background review on the research,the main content,the research methods and the survey points.Chapter two tells the integration process of Dongyuan community including the establishment background,the dissolution of the villages on the skirts of the town,the regroup of new community,the congregation of the remaining villagers and the participation of the city resident to remove,the social guaranteed housing combined type participation.Chapter three studies the current state, and points out the problems there:all colonies gather but not integrate,complex internal power staggered,the management confusion and some residents in the struggle with external forces to form a community of interests.Chapter four discourses the status of the organization including fitness and recreation association,transport co-operatives and security management team and so on and their function to see the outlook of the Dongyuan community integration.Chapter five analyses both internal and external forces of the policy transitional community integration on the basis of the previous four chapters as a conclusion, and put forward policy suggestions to the development of the community.The paper thinks the policy transitional community is formed by the external government forces but lack self-government forces within the community and community integration difficulties appear after formation. The state power just builds the external shell of a community, but there are not the necessary institutional arrangements for the autonomy of the community. In the policy transitional community,the network of social relations in traditional society of acquaintances and the culture on the habits suffer fracture; There are serious deficiencies of the grassroots political power in the community public transaction; non-political property companies become a state power agency, which draws community resources and results in numerous conflicts within the community. But Over time, community residents continue to struggle with external forces and the game, and gradually formed a spontaneous organization of solidarity, to produce the seeds of civil society, so we see the dawn of the development of the community in it.Policy transitional community integration is a long process. In the level of reality, local governments should further standardize the community management, and improve the community organizational structure, and make efforts to form common culture of community groups to establish a sound social security system. Only in this way the policy transitional community can play the role well in connecting urban and rural areas, thus promoting the process of urbanization of the suburbs steadily.
