The music is intangible and a combination art of the sense and behavior, which is expressed incommunication. In nowadays, with the development of technology, the communication and education ofmusic need to be integrated with the technology to express its dynamic beauty, besides face-to-faceteaching as usual. With the development of social, music is gradually acquainted and accepted by thepeople, and the musical element is increasing, meanwhile, the fashion element also assumes diversificationand novelty. The developed economic can promote the popularity and development of music, but theeducation in the rural area is relatively backward. The orderly development of the musical education isrestricted by the economic gap between city and country, and the integration between education andtechnology seemed to be armchair. It was said in 'National Education Reform and Development ofLong-term Planning Programs' that "reinforce the fundamental information construction of the school incountry, keep promoting the teleeducation in elementary and secondary school in country, make the teacherand student in rural and remote areas enjoy high quality education resource." The development of musicalresource is an important segment in the new course reform, but there were some drawbacks in theeducation of elementary and secondary school in the country. The corporate exertion of the social, schooland family is needed to enhance the association of music education and information technology, andbuilding information technology platform is the efficient path of improving the music education scale. First,using the open teleeducation pattern is a big hot topic in the national modern education reform andtheoretical research currently, as well as the new motivation for exploring the musical education reform.With the restriction of economical foundation and regional culture, the application of teleeducation hasbecame the byproduct of the education in the country. In addition, the music teleeducation has simplexcontent of course and pattern of teaching, and it can't reflect the multifunction and affluent resource of themusic teleeducation because there are only some simple words and videos. Compared to the traditionaleducation pattern, it is an integrate comparison and reformation between traditional musical cultureeducation and information technology. Optimizing the information of rural elementary and secondaryschool has been given primary importance among priorities in current reformation of course in country. In the context of new course reform, it is worthy of research to develop teleeducation in country, to buildinformationize musical system, and to found good music education environment.According to the present conditions of the rural music education, the paper analyses the economicbetween city and country and the difference of the development of education, and discusses the practice,application and development of the teleeducation in the country in the respects of technology and educationpattern. Additionally, in the two respects of feasibility and efficiency, the paper present a advancededucation pattern of enhancing and improving music teleeducation technology, a new method to buildmanagement architecture, and a new conclusive idea of advocating the combination of the informationtechnology and music education.
