Chongqing Educational Investment Contribution To Economic Growth In The New Public Management Perspective Empirical Research

As a kind of public investment, Investment in education have deterministic role in the growthof economy, at the same time, this kind of action affected by the industrial structure, regionaleconomic development level and so on. Chongqing municipality directly under the centralgovernment for more than a decade in the economic, educational, and cultural areas have achievedrapid development. However, Chongqing is a typical" big city, big country " pattern, facing theuneven distribution of educational resources, some remote mountainous area education lagsbehind.This paper takes Chongqing as the research object, takes the educations which stimulateeconomy grows as an endogenous factor, using quantitative analysis model, make empirical studyon the investment in education to the economic growth contribution of Chongqing.First, this paper reviews and analyzes the domestic and foreign theory on education economic,then introduces the relevant concepts of education investment, the application of new publicmanagement theory on education investment management, discussed the relationship betweeneducation investment and economic growth, laid theoretical foundation for subsequent quantitativeanalysis. Subsequently, make descriptive analysis for the relationship and situation between theeducation investment and the economic growth in Chongqing by a large number of statisticaldata.Then analysis the role of the education investment on the economic growth from the totalregression in Chongqing by the Feder model, and make regression analysis of the faction on theeconomic growth from different levels of the investment on education in Chongqing with theproduction function model, and compared Chongqing with Tianjin which is a municipalitie aboutthe contribution of the education investment to economic growth.Conclude through the study, the education investment to the economic growth hassignificantly positive effect in Chongqing, but compared with Tianjin, there is still a gap. Thecontribution of investment in education to economic growth, developing levels of different areas,the contribution in different levels of education to economic growth is different in Chongqing.This paper based on the empirical analysis results, combined with the Chongqing reality,economy and overall development trend of education, make analysis the reasons of thecontribution of education investment to economic growth in gross on the low side in Chongqing,and in different area, different levels of contribution of education to economic growth of thereasons for the gap. The new public management in emphasizing the "input-output"," bestperformance" and" take the customer as the center" is introduced to the education field ofinvestment management in Chongqing city, put forward suggestions for policy on the investment ineducation management in the direction of the investment funds, increase the education investmentfund use effect.in Chongqing.
